Started by Jack Filanc on the belief that good work builds lasting trust, the company has grown from a family venture into a regional leader in water and environmental infrastructure. Three generations later, that same spirit of integrity, teamwork and pride connects more than 300 people across California, Arizona and Colorado.

The original Weardco founders planned getaways with their spouses.

1952

Founded as Weardco by Dean Wearda, Barney Daxon, Bob Butler and Jack Filanc, laying the foundation for what would later become Filanc and its long-standing role in water and wastewater infrastructure.

1953

Entered the water infrastructure industry with first project for the Delano Earlimart Irrigation District.

Weardco secures their first joint venture project, the Texas Hill Canal project for the Bureau of Reclamation in Yuma, AZ.

1955

Formed first joint venture for the Texas Hill Canal project with the Bureau of Reclamation, signaling early growth and expanding capability.

1956

Opened original office in Santa Fe Springs, California.

Pouring concrete for the City of Burbank, Kenneth Road MWD Pump Plant project back in the day when hard hats weren’t required.

1957

Completed the Burbank Kenneth Road MWD Pump Plant, adding to a growing portfolio of municipal water infrastructure work.

Weardco constructs the Santee Water Reclamation Facility, which earns international fame as the first such facility in the world where treated water allows human contact.

1967

Constructed the Santee Water Reclamation Facility, a groundbreaking project recognized as the first in the world designed to allow recreational contact with treated water.

Weardco built the Oso Creek Reclamation Plant for the Santa Margarita Water District, which incorporated an innovative biological treatment process with tertiary filtration.

1977

Advanced treatment capabilities with the Oso Creek Reclamation Plant for Santa Margarita Water District, which incorporated an innovative biological treatment process with tertiary filtration.

Salvaging and dismantling a tank in Washington, D.C.

1982

Delivered the company’s first design-build project, Trabuco Canyon, marking a major shift in project delivery and technical growth.

The company moves its headquarters to Olive Avenue from Santa Fe Springs in Los Angeles County to Vista in San Diego County.

1982

Relocated headquarters to Vista, California, expanding presence in Southern California.

1990

Jack Filanc acquired full ownership and rebranded the company as J.R. Filanc Construction Company, now known as Filanc.

The company moves its headquarters from Vista to North Avenue in Oceanside, CA.

1990

Moved headquarters to Oceanside, California, supporting continued growth and positioning the business for its next chapter.

The Western Riverside County Regional Wastewater Reclamation Plant project featured a 2 ½ mile pipeline from the plant to the outfall in the Santa Ana River.

1996

Completed the Western Riverside County Regional Wastewater Reclamation Plant project, including a 2.5-mile pipeline to the Santa Ana River, demonstrating the capacity to deliver larger and more complex regional infrastructure.

The Filanc ‘Gator makes his debut as the official mascot of the Repair and Maintenance Division (originally the Plant Services Division). The inspiration comes from the recent media accounts of alligators occupying storm drains in New York City.

1997

Continued expansion of the Repair and Maintenance Division, including the debut of the Filanc Gator, inspired by media accounts of alligators occupying storm drains in New York City.

Filanc’s first project for the Helix Water District, RM Levy Water Treatment Plant Upgrade and Expansion project.

1999

Began a long-term relationship with Helix Water District through the R.M. Levy Water Treatment Plant Upgrade and Expansion project.

Filanc completes the first ever design-build pump station and conveyance project for the City of San Diego.

2005

Completed company’s first design-build pump station and conveyance project for the City of San Diego, expanding design-build experience into a new project type.

Filanc refurbished and move into our 50,000 sq. ft. headquarters in Escondido, CA.

2006

Moved headquarters to Escondido, California, reflecting both continued growth and long-term investment in the future.

2008

Opened a new office in Phoenix, extending reach into the Arizona region.

Filanc completes the $105.3 Million Fresno/Clovis Regional Wastewater Reclamation Facilities Organic Upgrade project; the largest in Filanc history.

2010

Completed the $105.3 million Fresno/Clovis Regional Wastewater Reclamation Facilities Organic Upgrade, the largest project in company history at the time and a new benchmark in scale.

2011

Opened a new office in Denver, extending reach into the Colorado region.
