Upgrading Transfer Station 2 required improving critical water infrastructure while maintaining reliable system operations for the City of Mesa. The project involved inspecting and rehabilitating a prestressed concrete cylinder pipe transmission main extending approximately 2.5 miles. The work also required coordinating a full rehabilitation of a major pump station while meeting the City’s strict outage schedule.

Challenge met
Filanc delivered the project using a Construction Manager at Risk delivery method and provided extensive preconstruction services including constructability reviews, value engineering, site investigations, cost estimating and scheduling. The first phase included dewatering the system and performing an internal inspection of the transmission main, followed by repair of deteriorated pipe lining and recommissioning of the pipeline.
The second phase focused on rehabilitating the 30-MGD pump station. Work included installation of new pumps, replacement of piping and header systems and complete replacement of electrical and instrumentation and control systems. Early procurement of long-lead equipment allowed the team to meet the City’s critical outage schedule and deliver reliable infrastructure that supports Mesa’s water system.
