Metropolitan Water District of Southern CaliforniaThe challenge
Upgrading chemical treatment systems at the Henry J. Mills Water Treatment Plant required replacing aging infrastructure that supports the plant’s treatment processes while maintaining continuous plant operations. The work involved modernizing chemical storage and feed systems that are essential to the facility’s treatment operations. Construction also required integrating new chemical handling equipment with existing plant systems within an active treatment facility where operations could not be interrupted.

highlights
New chemical storage facility and fluoridation facility
Construction phasing was revised from the original design to accommodate existing operations
Partnering program facilitated open communication and proactive problem solving
Self-performance of pipe welding delivered high quality work for the fluoridation facility
Challenge met
Filanc upgraded the plant’s chemical handling infrastructure by installing new chemical storage tanks, feed equipment and associated piping used in the water treatment process. The improvements also included electrical and control system upgrades that integrate the new chemical systems with the existing treatment facility.
Work was carefully sequenced so upgrades could be completed while the plant remained operational. By modernizing the plant’s chemical storage and feed systems, the project improved operational safety and reliability while helping the City of Riverside maintain consistent drinking water treatment for the community.
